It's a good idea: I can recommend the DVZ Shoutbox.

Also I notice there is a test user, can't that be renamed to System and utilise the MyBot system?

It could be used to quickly respond to certain messages automatically, welcome new users via PM, etc. I used to have it on one of my old boards.
